• households will own shares in a mutual housing association; • "golden share" schemes with ownership of particular homes restricted to specified groups with the price capped; • greater use of shared equity schemes. Housing association and council tenants should have a "right to invest", gradually building up a stake in their home. We will retain the "right to buy" but allow councils to decide the discount levels and to set up arms length agreements with the private sector. We will not force councils to transfer their stock to a registered social landlord but enable councils to consider tenant's wishes giving tenants the "right to manage" their own housing within the council framework. We will cut the regulatory costs on associations by abolishing the Housing Corporation and removing all unnecessary regulations. We will allow councils to introduce planning controls to limit the numbers of holiday homes. We will release land for desperately needed housing and pilot Community Land Auctions releasing land not currently scheduled for housing and land held by the government, allowing the community to gain from the increase in the value of land with planning permission and enabling mutual housing associations to build affordable homes. We will raise environmental standards of new homes and reduce VAT on materials making renovation or conversion of old buildings more affordable.
